Calling customers with a robot in Uzbekistan is permissible when the basics are respected: call within allowed hours, have a legal basis for processing personal data, disclose that an AI is speaking, and honour refusals and do-not-call. Data processing is governed by ZRU-547 (as amended by ZRU-1125). This is an overview, not legal advice — the final assessment belongs to your compliance team.
What the law regulates
Customer data — phone number, full name, payment history — is personal data. Its processing and marketing calls are governed by the personal data law (ZRU-547) and the ZRU-1125 amendment of 26 March 2026 (gazeta.uz). The key point is a legal basis both for the call and for the processing.
What you have to respect
- The allowed window. Call during the day, not at night — a typical working window is 9:00–21:00.
- A basis for processing. Customer consent or another lawful basis for the call.
- AI disclosure. The customer must understand they are talking to a robot, not a person.
- Respect for refusal. If the customer asks not to be called, the number is excluded (do-not-call).
- Recording with consent. If the conversation is recorded, only on a lawful basis.
- Data localisation. Personal data of Uzbek citizens is processed and stored inside the country.
How the voice agent handles it
- Calls only go out inside the configured allowed window.
- The agent discloses at the start of the conversation that it is an AI.
- Refusals and do-not-call are written to the customer card and honoured automatically.
- Data is processed and stored with localisation requirements in mind.
- Every call leaves a trail: who was called, when, and with what outcome.
How the voice agent itself and the calling scenarios work is described on the voice AI page. Consent and opt-outs are easier to manage where the segments are built — in smart campaigns. Where the data sits, who can access it and how roles are separated is covered under security.
What the business gets
- Lower regulatory risk — the rules are built into the calling process itself.
- Customer trust — honest AI disclosure instead of imitating a human.
- A clean base — refusals are honoured automatically, no manual stop-lists.
- Transparency — you can see who was called, when, and how the call ended.
This is not a legal guarantee. Zukko.AI helps you meet the requirements, but the final legal assessment for your case must come from your lawyer or compliance function.
Outbound AI calls are available on the Enterprise plan, priced by agreement. Onboarding takes from 2 hours for a small business and up to 30 days for enterprise. What automated calling looks like in practice is covered in the voice AI agent guide.
Frequently asked questions
Is it legal to call customers with a robot at all
Yes, if the rules are respected: an allowed calling window, a lawful basis for processing data, AI disclosure and respect for refusals.
Is customer consent required
You need a lawful basis for processing and for the call — usually that is consent. Check your specific case with compliance.
Must you disclose that a robot is calling
Yes. The customer must understand they are speaking to an AI, not an operator — the agent says so at the start of the call.
What do you do with call refusals
Exclude the number from calling (do-not-call). The agent records the refusal automatically and never calls that contact again.
What hours are calls allowed
Daytime, not at night — a typical window is 9:00–21:00. The allowed window is set in the calling campaign settings.
Where is customer personal data stored
On infrastructure inside Uzbekistan — under the ZRU-547 localisation requirement for data of citizens of the republic.
